Palm Island Community Company
Supported Palm Island Aboriginal Shire Council and Palm Island Community Company to strengthen and transition aged care services for Elders on Palm Island. The project focused on ensuring older community members could continue to receive culturally safe care close to family, community and Country while supporting the transfer of service responsibility to a community-controlled organisation.
Working alongside local leaders, Elders, staff and community stakeholders, O'Connell Advisory provided governance, workforce, operational and strategic support to strengthen organisational capability and prepare the service for the future. The engagement included extensive consultation, governance and compliance reviews, workforce development, mentoring, risk management and support to maintain compliance with aged care quality standards.
Central to the project was a commitment to cultural safety and community ownership. Our approach combined deep listening, co-design and capacity building to support local decision-making and strengthen the long-term sustainability of Aboriginal community-controlled aged care services. By working alongside the community rather than directing solutions, we helped build confidence, capability and systems that support Elders to age with dignity, maintain connection to Country and continue receiving care within their community.
